The World Bank is willing to offer loans to consumers who use renewable solar energy technology to generate power for use at home or the workplace, says this news item from Zaman, a Turkish newspaper

some points:
1. The only stipulation with the announcement of the “renewable energy credit” is that the building must face the sun.
2. Germany is widely seen as a country where this system has excelled. Owners of this system there sell the extra power cells produced to the government at 5 cents, and earn funds on the project.
3. House owners in Barcelona, often called the “City of Sun,” are trying hard to get licenses as proof that their houses face the sun. Some Turkish cities are far more advantageous than Barcelona. Houses in southeastern and eastern parts of Turkey especially receive a lot of sun, said an official
